1998 or 2000 Anna Kournikova???

Anna Kournikova achieved her highest WTA Singles Ranking (#8) in November of 2000, and ended the year ranked 9th.
Her 1998 effort netted her only #13 at year's end, but if someone was to choose one year to create an All-Time Card for her...
could the '98 version actually fare better when weighted against the competition in Downey Games' Ultra Quick Tennis: All-time Great Women's Tennis Yearbook?

Now, under normal circumstances, I typically agree with real-world Rankings when determining which was each player's best Year.
However, given these 2 Yearly Overviews for Anna Kournikova... I'm not entirely sure I wouldn't give '98 a slight edge over the higher year-end ranking and doubtlessly popular opinion of '00 (at least where Ultra Quick Tennis is concerned).
Must quality wins, better records, and topping nearly every category yield to real-world rankings if we're talking games?
What are your thoughts?

In terms of UQ Tennis, both seasons are going to be very similar. At least in terms of the overall rating. The surface ratings could vary a bit.
